Election Handbook 2024: Mandate for Leadership

In 2024, the Lithuanian Free Market Institute presented its latest publication, “Election Handbook 2024: Mandate for Leadership,” at a launch event held in the Parliament of Lithuania in Vilnius.

The event was hosted by the Speaker of the Parliament, Viktorija Čmilytė-Nielsen, and brought together policymakers, experts, and contributors to discuss the role of political leadership in addressing today’s challenges.

At the heart of the handbook lies a fundamental idea: the art of politics begins with the ability to distinguish which problems require political action and which should remain in the hands of individuals and communities. Equally important is the willingness to resist the inherent temptations of government power.

This perspective sets the tone for the publication, encouraging a more restrained, responsible, and thoughtful approach to policymaking.

The  “Election Handbook 2024” covers ten key areas, including:

  • the quality of law-making
  • the business environment and labour market
  • public functions and state finances
  • pensions, money, and prices

This edition approaches these topics through the lens of scarcity and limitation, drawing on over a decade of interdisciplinary research conducted by the institute.

A central theme of the handbook is a critical reflection on modern political utopias. It argues that many contemporary political visions overlook a fundamental reality: human life is inherently incomplete, and resources are limited.

The handbook was developed by a team of experts, including Elena Leontjeva, Leonardas Marcinkevičius, Ernestas Einoris, Renalda Rutkauskaitė-Preskienienė, and Greta Sirvidaitė, alongside a broader team that contributed to its development and presentation.

The launch of “Election Handbook 2024: Mandate for Leadership” highlighted the importance of principled political thinking in an era of growing expectations toward government. By emphasizing limits, responsibility, and human-centered decision-making, the handbook offers a framework for leadership grounded not in idealized visions, but in reality.
