The clarity, rationality, and effectiveness of legal regulation depend on the legislative process and its quality. With this understanding, we initiated a dialogue in the Seimas among key state institutions on ways to improve the quality of law-making, presented a cyclical legislative model, and proposed systemic measures to ensure the fundamental principles of legislation: purposefulness, proportionality, efficiency, and transparency.
