The Lithuanian Municipal Performance Index is our annual publication (launched in 2011). It shows how much—and how well—economic freedom is ensured across municipalities.
With this study, we aim to help municipalities self-assess, learn from one another, and be encouraged to change and improve—so that residents, investors, and municipal employees find it better, more beneficial, and simpler to live and work in their municipality.
The index evaluates the most important areas for residents and investors where municipalities make decisions, including utilities and transport, education, healthcare, social welfare, taxes, budget, asset management, administration, and investment & development. In each area, the index provides concrete recommendations to improve people’s lives and attract investment.
In 2014, our Lithuanian Municipal Performance Index won the prestigious Templeton Freedom Award (USA) and a $100,000 prize. This international award is presented annually to organizations for their contribution to promoting competition and human enterprise.
