Analysis. Some municipalities still have disproportionately large administrations

According to 2015 statistics, country’s municipality staff has been reduced by 1,4 percent (200 workplaces). However, this chiefly accounts to the efforts of downsizing by the two largest municipalities – Kaunas (-99) and Vilnius (-73).

In 2015, administrations in almost a half of the country’s municipalities (26 out of 60) have expanded. More jobs have been occupied in the administrations of Ignalina, Telsiai and Utena districts, etc.

The relative number of employees in minicipality adminstrations has also increased. In the beginning of 2016, approximately 1000 of residents had 7,4 employees serving them. This number is larger than it was a year ago (7,34 employees per 1000 residents). The overall number of administration employees per 1000 residents has increased in two thirds of all municipalities.

While the population has decreased in some of the municipalities, the number of administration employees has not changed; in contrast, in some of the municipalities, the number has even increased. For instance, administrations have hired more employees in Birstonas, Druskininkai, Ignalina, Kaunas, Salcininkai, Siauliai, Telsiai, Trakai, Utena, Zarasai districts and Kalvarija, Palanga cities.

Some administrations in municipalities with relatively similar populations vary dramatically in terms of staff numbers. In some municipalities, the same number of people is served by 2,5 times larger administrations.
