Lithuania is seeking to implement directives of the third legislative package of EU energy policy concerning common rules for the internal market of natural gas. We project that ownership unbundling will be conducted only in private companies, while public enterprises will directly or indirectly retain the control of companies operating in the production, supply and transmission and distribution segments, which essentially runs counter to the directive’s goals and government’s actions with respect to private companies.
