The amendment proposed envisages reinstatement of the faulty procedure for establishing health care institutions that was in operation until July 1, 2007, whereby a health care institution was supposed to obtain, apart from the usual permits and licenses, a permit issued by the municipal authorities. This procedure, once abolished and proposed anew, restricts and distorts competition, conflicts with Lithuania’s aspiration to increase the scope of activities for primary health care institutions; it is discriminatory, corruption-friendly, it decreases access to health care services and increases bureaucracy.
