In LFMI view, it is commendable that the Draft Law provides for the systematic transparency of legislation. Legislative publicity and public awareness would lead to assertion of competing interests and ultimately, by way of the public debate, would help find a universally acceptable solution. However, in addition to the principles of legislation that have already been proposed, it is necessary to introduce the principle which provides that the legislative process cannot be ‘too fast‘ and premature. This principle would oblige legislators to provide adequate time for all stages of legislation, restrict their access to emergency procedures, and finally ensure a smaller number of errors in the legislative process.
