LFMI examination regarding the Draft New Version of the Concept of the Law on Territory Planning

The Concept distinctly lays out such problems of the current territory planning system as inexplicit responsibility of the planner and the absence of a hierarchy of plans. The Concept, however, does not mention a particularly in-depth problem of the current territory planning system which is a discrepancy between the constraints imposed on the use of land owned and the extent of owners‘ obligations created by territory planning, on the one hand, and opportunities for owners to affect the planning proceses, on the other. The examination includes LFMI notes and suggestions regarding this Conception.
